The Recycle Bin allows the recovery of files and data which were corrupted or deleted. There are utilities that are manufactured for this purpose. The Recycle Bin has one such utility called the ‘Restore Item’ function which will assist in file recovery. Other solutions for the problem require that the hard drive must be removed and transferred to another PC as a slave drive. The hard drive which contains the deleted file will then be accessible through the utility software of your choice.
Keep in mind, however, that emptying the Recycle Bin is technically not possible. Files removed from the Recycle Bin are actually never deleted. What happens instead is that the operating system allows the hard disk space allotted for the ‘deleted’ files to be overwritten by new files. Until a new file occupies the ‘deleted’ file’s slot, however, the data contained in the ‘deleted’ file remains even when you empty the Recycle Bin. This is especially important if system files have also been damaged. System files are commands needed for the operating system to function properly.

Here are the steps to recovering your files.
1. The Recycle Bin should appear on the desktop, for restoring files that are not damaged or corrupt. If the icon is not present in the desktop, proceed to the next steps.
2. Visit web forums and contact users who have encountered similar problems and have the experience to guide you through the recovery process.
3. Open a hyperlink elevated command prompt.
4. In the elevated command prompt, type “rd/s/qC:$Recycle.bin”.
5. Press Enter. The Desktop Recycle Bin Icon should be restored through this procedure.
6. Close the command prompt window.
7. Right click on an empty area of the desktop, and click Refresh.
8. Open the Folder option menu.
9. Open the Start Menu.
10. Click on the C: drive icon in My Computer to access the drive & Vista will then automatically create a new ‘RECYCLE.BIN’ folder and Recycle Bin icon on the Desktop for you.
Once the Recycle Bin icon appears on the desktop, you can safely delete files and restore them later by right-clicking on the Recycle Bin icon. All deleted files whether intentional or accidental will be directed by the system to the bin.
